Its one of the fundamental points of a full license. Whereas the 'experimentation' license in the UK is more about out-of-band or higher-power-transmissions. | |

I know they are around in the US, and I wouldn't be surprised if they are available in other locations. The source doesn't need to be public, but the way the code works should be public. | |
