Have you tried this in memory, program, and vfo mode? If there are no memories saved, it may squawk at you because there's nothing to scan. I suspect it will do the same if you try to scan in 'program …

Just give the knob a good flick in the direction you want to go. The radio automatically switches to 1kHz tuning when the knob is moving at a fast pace. Manual page 8, paragraph 22
